French Quarter Infrastructure Improvement Project, Phase 2: Friday, July 19, 2019

The City of New Orleans, Department of Public Works and Sewerage & Water Board began a full reconstruction project on Bourbon Street from St. Louis to Dumaine streets (500-800 blocks) on September 17, 2018. Work is occurring sequentially from the 500 – 800 blocks, with ONLY one block fenced off at a time throughout construction.  All businesses along this corridor are open and accessible throughout construction. 

The City is roughly seventy percent complete with the project; the contractor has fully reconstructed the roadway between St. Louis and Orleans streets (500-700 blocks) with upsized drainage, a better sewer system, new sidewalks and new, smoother pavement.  Additionally, the lighting and security have been upgraded between St. Louis and St. Peter streets.  Entergy Gas and Entergy Electric have also completed upgrades to their services in those blocks.  

The $9.5 million cost-shared project, which is anticipated to run through September 2019, was designed by Mott McDonald, LLC and is being constructed by Hard Rock Construction, LLC.  Project partners include Entergy Electric, Entergy Gas, Cox Communications and AT&T.

The next Phase 2 bi-weekly community status meeting will take place on Tuesday, July 23, at 10:30 a.m. at the Bourbon Orleans Hotel, 717 Orleans Street, St. Joseph Salon.

Bollard Installation

Installation of the moveable bollard system that will enhance public safety in the 500-700 blocks of Bourbon Street will begin in the Sept. timeframe. For more information on the Matador Bollard System, click here.

500 Block (St. Louis to Toulouse)

All major construction, with the exception of the bollard installation, has been completed on this block.

600 Block (Toulouse to St. Peter)
All major construction, with the exception of the bollard installation and an Entergy lateral duct bank, has been completed on this block.

Roadway Closure – 700 Block (St. Peter to Orleans)

All major construction, with the exception of the bollard installation, has been completed on this block. 

Roadway Closure – 750 Block (Orleans to St. Ann)

Crews will be closing the block to vehicular traffic on Monday, July 22 as they begin to remove the riverside sidewalks followed by the lakeside sidewalks.  Access ramps will be installed for all businesses.  This operation is expected to take about three weeks to complete.    

800 Block (St. Ann to Dumaine)
Crews have installed the fence in the 800 block roadway.  They are in the process of putting in the new, upsized drainage line (pictured). 

MONDAY ROADWAY CLOSURE– Dumaine Intersection and Partial 900 Block Closure

Crews will close the intersection of Bourbon and Dumaine streets on Monday, July 22 to accommodate the installation of new utilities.  The fencing will stretch for approximately forty feet into the 900 block.  Crews are expected to complete this work and reopen the intersection/900 block in mid-August, prior to Southern Decadence.

UPCOMING ADDITIONAL WORK – St. Ann Reconstruction between Dauphine and Bourbon streets

While crews were completing a sewer point repair in the St. Ann intersection in September, the condition of the sewer line prompted an additional assessment between Dauphine and Bourbon, which indicated that the section of roadway needs a full reconstruction.  Full reconstruction will likely begin in the fall, after the 800 block of Bourbon is complete. UPDATE NOTE: Entergy Gas and Entergy Electric will be working in advance of the City on this block to ensure safety.  Canvassing will be done in advance of the start of Entergy’s work, which will likely begin on or around August 5 once the 750 block of Bourbon and St. Ann intersection are reopened to vehicular traffic

Entergy Electric & Gas
Entergy Electric and Entergy Gas have completed their work in the 800 block.  Entergy Gas and Entergy Electric will be working in advance of the City on St. Ann between Bourbon and Dauphine.  Canvassing will be done in advance of the start of this work, which will likely begin on or around August 5 once the 750 block of Bourbon and St. Ann intersection are reopened to vehicular traffic.

Demobilization for other Events / Holidays

The Contractor must contain equipment and materials within the block that is fenced off. No work will take place during the following event days or holidays:

• August 10: Red Dress Run
• August 29 –September 2: Southern Decadence, Labor Day

AT&T Service Outage Reporting Process 
To ensure service restoration and proper credit, AT&T residential customers MUST report problems to 1-800-288-2020.  Business customers MUST report problems to 1-877-438-0041.  After reporting problems to AT&T, customers may also send e-mail to roadwork@nola.gov to help expedite the process.  

Garbage Corrals

Garbage must be placed in appropriate corrals at the end of each intersecting block between 4 a.m. to 8 a.m. and 4 p.m. to 8 p.m. Please refrain from leaving garbage cans on Bourbon St. as pedestrian access must be maintained. For more information, click here.
