French Quarter Infrastructure Improvement Project: October 19, 2018
The City of New Orleans, Department of Public Works and Sewerage & Water Board began a full reconstruction project on Bourbon Street from St. Louis to Dumaine streets (500-800 blocks) on September 17, 2018. Work will occur sequentially from the 500 – 800 blocks, with ONLY one block fenced off at a time throughout construction. All businesses along this corridor will remain open and accessible throughout construction. The $9.5 million cost-shared project, which is anticipated to run through June 2019, was designed by Mott McDonald, LLC and will be constructed by Hard Rock Construction, LLC. Project partners include Entergy Electric, Entergy Gas, Cox Communications and AT&T.
TOMORROW (Saturday) – Waterline Tie-In
Crews will be performing a waterline tie-in at the intersection of Bourbon Street from St. Louis to Toulouse streets. The waterline tie-in will be performed from 8 a.m. – 5 p.m. NOTE: Please expect intermittent disruptions with water services during this time frame.
Traffic Status
Good News! St. Louis Intersection to Reopen Monday, Weather Permitting
The concrete pour in the St. Louis intersection has been completed. The concrete will be curing over the weekend and as soon as it reaches the required strength (likely on Monday), the 400 block roadway and St. Louis intersection will reopen to traffic. This is approximately two weeks ahead of schedule!
500 Block Roadway Remains Closed
River bound traffic has been re-routed from the 500 block of Bourbon St. between St. Louis and Toulouse streets. The 400 block of Bourbon and 700/800 blocks of St. Louis streets remain closed to through traffic until the St. Louis intersection reopens; flaggers are on site at St. Louis and Royal and St. Louis and Dauphine while crews are working, but they may move from their positions to direct construction deliveries as needed.
Upcoming Closure – 200 Block of Bourbon Street
Hard Rock Construction must repair a water leak in the 200 block of Bourbon Street. This work will require a temporary closure of the 200 block beginning on Tuesday, Oct. 23 – Thursday, Oct, 25.
Future Intersection Closure – Toulouse and Bourbon streets
Hard Rock Construction will close the intersection of Toulouse and Bourbon streets on or around October 31 so that crews can complete the installation of utilities. This intersection will not close until the intersection of St. Louis and Bourbon streets have reopened to vehicular traffic.
Entergy Electric & Gas
Entergy Gas will continue working in the 750 block from Orleans to St. Ann. Entergy Electric will continue construction in the 750 block of Bourbon St between Orleans and St. Ann. There will be no intersections closed; however, there will be temporary street closures of Bourbon in the 700 block between 8:00 am and 5:00 pm Monday through Friday. As usual Entergy will accommodate the public, businesses, and deliveries to the best of their ability.
Upcoming Week Work Plan
- Saturday, Oct. 20 (Weather Permitting): Crews will continue drain line work in the 500 block roadway. Crews will be performing a waterline tie-in at the intersection of Bourbon Street from St. Louis to Toulouse streets. The waterline tie-in will be performed from 8 a.m. – 5 p.m. NOTE: Please expect temporary disruptions with water services during this time frame.
- Sunday, Oct. 21 (Weather Permitting): Crews will continue water line work in the 500 block roadway.
- Monday, Oct. 22– Thursday, October 26 (Weather Permitting): Crews will continue drain line work in the 500 block roadway. Crews will also complete lining laterals in the 600 block.
- Friday, Oct. 26 – Sunday, Oct. 28: No work will take place during these days.

Mardi Gras Demobilization
The contractor will completely demobilize all labor and materials including fencing from the site and temporarily backfill any trenches by close of business on February 18, two weeks in advance of Mardi Gras, to minimize pedestrian and vehicular traffic disruption. The contractor will return to the site to resume operations on March 7, 2019.
Demobilization for other Events / Holidays:
The Contractor must contain equipment and materials within the block that is fenced off. No work will take place during the following event days or holidays: Vodoo Music and Arts Experience (10/26-10/28), Halloween (work shutdown at 4pm) Bayou Classic / Thanksgiving )11/22-11/25), Christmas / New Year’s Eve / Sugar Bowl (12/24-1/2/2019), French Quarter Fest (4/11-4/14), Jazz Fest (4/26-4/28 and 5/2-5/5).
AT&T Service Outage Reporting Process
To ensure service restoration and proper credit, AT&T residential customers MUST report problems to 1-800-288-2020. Business customers MUST report problems to 1-877-438-0041. After reporting problems to AT&T, customers may also send e-mail to roadwork@nola.gov to help expedite the process.
Garbage Corrals
Garbage must be placed in appropriate corrals at the end of each intersecting block (St. Louis, Toulouse, etc.) between 4 a.m. to 8 a.m. and 4 p.m. to 8 p.m. Please refrain from leaving garbage cans on the Bourbon St. sidewalk as we are required to maintain pedestrian access.
